In order to have all sidewalks, curbs and gutters in the streets and alleys within the City constructed and repaired in a reasonably uniform manner all such sidewalks, curbs and gutters hereafter to be laid and all repairing hereafter to be done shall be done in conformity with the requirements of this chapter.
