As used in this chapter:
(a) "Excavation" means any opening in the surface of a public place made in any manner whatsoever. "Excavation" does not include work on a culvert, tile lines or a driveway approach within the public right-of-way.
(b) "Person" means any individual, firm, partnership, association, corporation, company or organization of any kind.
(c) "Public place" means any public street, way, place, alley, sidewalk, grass plot, park, square, plaza, right-of-way or any other similar public property owned or controlled by the City and dedicated to public use.
