866.06 DRIVERS'S LICENSE REQUIRED.
   (a)   No person shall drive a taxicab unless he or she secures a license therefor as herein provided.
   (b)   No such license shall be issued to any person who is not competent to operate a motor vehicle or who is not familiar with the traffic laws and ordinances. The Chief of Police shall examine each applicant for a taxicab driver's license to determine the competency of the applicant, and no such license shall be issued except on the certificate of the Chief that the applicant has demonstrated his or her ability to operate a motor vehicle as required herein.
   (c)   Each driver shall be of good moral character and repute in the community.
   (d)   The Director of Public Safety may revoke any taxicab driver's license for repeated violations of traffic laws or ordinances, or of any ordinance provision regulating the conduct of such drivers.
