(a) In addition to the fees provided in these regulations, the applicant shall pay a surcharge of double the licensing fee if the application for license renewal for the arcade or game devices is filed after the yearly December 31 deadline.
(b) No person(s) to whom a license has been issued and who fails to file an application for renewal upon the expiration shall be required to pay the aforesaid surcharge if the arcade has not been in operation from the time of the expiration of the license until the time of the application for renewal, provided not less than 30 days has passed since the expiration.
