(a) Any licensee may appeal the decision of the Administrative Officer for the denial of the issuance of a license, the denial of a renewal of a license or the revocation of a license. The Board of Zoning Appeals shall act as the Licensing Appeals Board. An appeal must be filed in writing within ten days of notice of non-issuance, non-renewal or revocation to the Board of Zoning Appeals, c/o the Administrative Officer, 4060 Columbia Woods Dr., Norton, OH 44203, stating the reason for the appeal.
(b) Appeals shall be heard within 30 business days of filing. Such Board shall determine whether the denial or revocation of any license under this chapter was arbitrary, capricious or unreasonable.
(c) Any decision of the Board shall be a final, appealable order and the applicant or licensee may seek prompt judicial review of such administrative action in any court of competent jurisdiction.
