The names, addresses and telephone numbers of the persons responsible for the ownership, operation and all maintenance of each producing well located within the City shall be furnished to the Superintendent of Building and Zoning Inspection, the Police Division and the Fire Division in order that some responsible person may be reached at any time in the event of an emergency. The Police Chief shall prepare a list of such names and addresses and shall keep the list posted in a conspicuous place in the Police Division for ready reference. Detailed instructions regarding the shutdown procedures for each well shall be filed with the Fire Chief. This information shall also be posted at the well site. In addition, the developer shall notify the Superintendent of Building and Zoning Inspection forty-eight hours before commencing drilling operations.
