The Norton City Council may approve a drilling unit authorization, but no drilling permit will be issued by the Superintendent of Building and Zoning Inspection until the applicant presents evidence of having obtained a permit issued by the Ohio Department of Natural Resources, Division of Oil and Gas, and bearing a current date.
