An astrologer, fortuneteller, life reader, clairvoyant or palmist may be licensed by the Chief of Police if he or she is a good faith resident of the City for at least ninety days prior to requesting a license, and produces satisfactory evidence to the Chief that he or she has no criminal record of convictions of crimes involving moral turpitude. Such license shall be conditioned on the applicant's remaining a resident of the City, conducting himself or herself in a peaceable manner and placing no outdoor advertising or signs on his or her place of business which exceed three square feet.
