No person, either as an owner, a manager, an agent, an employer or a performer, shall open, carry on, exhibit or take part in any circus or menagerie, astrology act, fortunetelling act, life readings, clairvoyancy act, palm readings, feats of horsemanship, menagerie or exhibition of animals, wild west show, or any side show connected therewith, for which money or other reward is in any manner demanded or received, without a license issued therefor by the Chief of Police.
