(a) No person shall purposely obstruct any ditch, drain, sewer or watercourse along, upon or across any public street or highway, or wrongfully divert any water or drainage from adjacent lands to or upon any public street or highway, or, without such legal authority or permission as may be required by law or ordinance, make any connection to any storm or sanitary sewer in or upon any such street or highway.
(b) Whoever violates this section is guilty of a minor misdemeanor.
