(a) No person, without privilege to do so and with purpose to prevent, obstruct or delay the performance of a police officer in the inspection of any place, vehicle or equipment set forth in Sections 407.01 and 407.02, shall do any act which hampers or impedes a police officer from making such inspection.
(b) Whoever violates this section is guilty of obstructing a vehicle inspection, a misdemeanor of the fourth degree, and shall be subject to the penalty provided in Section 408.01.
