All orders, designations and determinations made by the Director of Public Safety shall be in writing, signed by the Director of Public Safety, and entered at once upon a traffic journal. Duplicates thereof shall be filed in the office of the Clerk of Council. The Director of Public Safety shall insert such copies into a traffic journal and shall cause the same to be published once in a newspaper of general circulation in the City. Such orders, designations and determinations shall be effective upon publication or upon the effective date specified therein, whichever date is later. However, any order or designation made by the Director of Public Safety which sets forth circumstances of urgent necessity shall be effective immediately upon entry in the traffic journal, and the same shall be published in due course.
