406.06 PLANNING OF TRAFFIC CONTROL; CONSIDERATIONS.
   (a)   In planning the regulation and control of traffic, the Director of Public Safety shall endeavor to accomplish the following objectives, in order of importance:
      (1)   The safety from physical injury and property damage of persons using the streets as pedestrians or vehicle occupants;
      (2)   The acceleration of mass transportation of persons;
      (3)   The acceleration of other transportation of persons and the public transportation of property;
      (4)   The public convenience in parking, standing, loading and unloading, and the use of streets as affecting business concerns and places of public assembly;
      (5)   The public convenience as described in division (a)(4) hereof, as affecting other interests; and
      (6)   Economy in the expenditure of public money.
   (b)   In furtherance of these aims, the Director of Public Safety shall collect and analyze data on traffic movements within the City and conduct other traffic engineering studies for the planning of traffic control and regulation. As deemed necessary, the Director of Public Safety may consult with the Director of Public Service, Municipal Engineer, Chief of Police or others in such matters.
