(a) The Judge of the Mayor's Court is hereby authorized to establish a Traffic Violations Bureau in compliance with and according to the Rules of Practice and Procedure in Traffic Cases for all Courts Inferior to Common Pleas, as set forth and adopted by the Supreme Court of Ohio.
(b) The Judge shall appoint any appropriate person of the City as a violations referee for such Bureau.
