(a) The Chief of Police, the Lieutenant of Police and the Sergeant of Police are hereby authorized and directed to sign commitment papers to commit a defendant to jail in lieu of posting sufficient bond for violations of this Traffic Code if the Mayor is not available to sign such commitment papers.
(b) For the purpose of signing commitment papers to commit a defendant to jail in lieu of posting sufficient bond set by the Mayor, the Chief of Police, the Lieutenant of Police and the Sergeant of Police are hereby designated as Deputy Clerks of the Mayor's Court.
