Pursuant to Ohio R.C. Chapter 146, there is hereby established a Volunteer Fire Fighters' Dependents Fund Board, consisting of five members who shall be chosen as follows:
(a) Two members shall be elected by Council.
(b) Two members shall be elected by the Division of Fire and Emergency Medical Services.
(c) One member shall be elected by the Board members elected under subsections (a) and (b) hereof, and such member must be an elector of the City, but such member may not be a public employee or a member of Council or a member of the Fire and Emergency Medical Services Division.
