The Civil Service Commission, in the selection and promotion of employees within the classified service, as duly authorized by Council, shall:
(a) Administer such tests or evaluations as the Commission, in its opinion, finds necessary to evaluate the applicants for the various available positions or promotions as have been requested by the appropriate appointing authority, as long as these tests or evaluations are administered with absolute fairness and without partiality to the applicants;
(b) Give a veteran's credit on civil service examinations for original appointments in the City in the amount and in the manner described in R.C. § 124.23.
