(a) The Fire Chief is hereby required to cause inspections to be made of all buildings and premises within the City, except those buildings used exclusively for residential purposes, not less than twice each year, and a report of all inspections is to be submitted to the Director of Public Safety. He or she is further required to serve written notice upon the owner of any building or premises to abate, within a specified time, any and all fire hazards that may be found therein or thereon, after first having procured the approval of such notice by the Director of Public Safety.
(b) No person so served with an order to abate any fire hazard shall fail to comply with such order immediately and thereupon to notify the Chief.
