242.02 DUTIES OF FIRE CHIEF.
   (a)   It shall be the duty of the Fire Chief to take charge and custody of all fire apparatus and equipment and supervise the maintenance thereof so that the same will be in good order and condition and ready for use at all times. He or she shall have full control of the Fire and Emergency Medical Services Division and its members during all fires and emergencies, and may at any time during a fire or other emergency call upon any resident to perform labor, which in his or her judgment is necessary to aid in the extinguishing of fires. He or she shall have such other and further duties and responsibilities as may be provided by law.
   (b)   The Chief shall see that the engines and pumps are in working condition at all times and shall have charge over all of the drivers.
   (c)   The Chief shall be responsible for the maintenance of a complete record of all property and equipment of the Division which is available for inspection at the Fire Station. The Chief shall be responsible to the Director of Public Safety for the personnel, training, morale and general efficiency of the Division. The Chief shall formulate and submit to the Director rules and regulations to govern the Division and a copy furnished to each member of the Division.
   (d)   The salary for the Fire Chief shall be five percent higher than the annual maximum base salary for the next highest paid full time City Fire Department employee.
