(a) There is hereby established in and for the City the position of special patrolman.
(b) The duties of a special patrolman shall be determined by the Chief of Police and the Director of Public Safety.
(c) A special patrolman shall have no authority to carry weapons in the performance of his or her duties.
(d) A special patrolman shall receive no salary, no remuneration and no monetary or other benefits of any type.
(e) A special patrolman shall not take the place of a regular full-time patrolman or a part-time patrolman.
(f) A special patrolman shall be in the unclassified service of the civil service system.
