The personnel necessary to administer the City income tax shall be employed within and be a part of the Department of Finance. Such personnel shall consist of two deputies, which employees, under the general direction of the Finance Director, shall administer the City Income Tax. Such deputies shall be bonded in the sum of five thousand dollars ($5,000) each and shall be paid on the same semimonthly basis as other City employees.
