The purpose of this chapter is to establish fees, deposits and guarantees related to various administrative functions of the City of Norton. Where fees, deposits and guarantees are otherwise established by ordinance or are contained in other provisions of the codified ordinances, those fees, deposits and guarantees shall be considered valid and shall continue in force, and shall not be considered to be repealed or modified by having been omitted from this chapter. However, where other provisions of the code are inconsistent with the fees, deposits and guarantees established herein, the provisions of this section shall prevail.
