§ 151.36 CLASSES OF FEES FOR REGISTRATION AND INSPECTION OF RENTAL PROPERTIES.
   (A)   The owner of any rental property dwelling or rooming house or rooming unit or dormitory room shall pay to the borough as part of the registration thereof an annual basic registration fee as shall be established by resolution of the Borough Council for each such dwelling or rooming house or rooming unit or dormitory room. After January 31 of each year the said basic registration fee is increased to an amount established by resolution of the Borough Council for that year and no such dwelling or rooming house or rooming unit or dormitory room shall be deemed registered unless and until the annual basic registration fee or previous unpaid basic registration fees are paid in full. Further, any such owner who fails or refuses to register any such rental property after January 31 of a year shall, upon citation by the borough and proof at a hearing before the District Justice or Court that the property is not timely registered, be subject to a fine of not less than $100 and not more than $600 plus costs of citation and hearing, including borough attorney fees.
   (B)   The Borough shall publish a yearly schedule of regular inspections for rental properties on a three-year basis.
   (C)   The Borough Council may hereafter establish by resolution the charge for a special inspection of a rental property by the borough in response to a complaint to the borough.
