Should the owner fail to comply with the notice set forth in § 94.021 within 30 days from receipt of said notice, the borough may cause the grading, constructing, draining, paving, repairing of sidewalks, curbs, gutters, drains to be done at the cost of such owner and may collect the cost thereof and 10% additional together with all charges and expenses from the owner and may file a municipal claim therefor or collect the same by action in assumpsit.
