In order to offset the cost of inspection and administration, a fee in an amount as established from time to time by resolution of Borough Council shall be charged for each alarm system application filed, payable to the borough, for each alarm system application filed pursuant to § 91.23(A). No fee shall be required for application by a user (unless he or she is also an owner) filed to pursuant to § 91.23(B), nor for the application by an owner of a premises after the initial application has been filed and a permit issued, unless received as a reapplication following revocation of a permit.
