(A) Upon the effective date of this schedule, between the hours of 7:00 a.m. and 4:00 p.m. on each non-holiday weekday Monday through Friday, no person shall park or leave parked and no owner shall allow another to park or leave parked a motor vehicle on any of the following identified residential permit blocks unless that vehicle bears a current residential parking permit or a residential block guest permit issued by the borough.
(B) The residential permit blocks in the borough are as follows and Chapter 76, Schedule III shall be and is hereby amended to identify the same as borough locations where parking is prohibited without a residential parking permit or a residential block guest permit on certain days and hours as identified in this schedule:

(C) The borough, upon application by the motor vehicle owner, shall issue to the applicant a residential parking permit for each motor vehicle shown on the application as registered to an address in the borough. The borough also, upon application, shall issue to a resident living at an address in a residential permit block up to two residential block guest permits for that address. Each such permit will be numbered and dated and will be good until surrendered by the applicant or until cancelled by the borough. The borough will keep a record of the name and address of the applicant plus, as applicable, the tag number of a motor vehicle assigned a residential parking permit. The borough will charge a fee in an amount as established from time to time by resolution of Borough Council, including replacement costs, for issuance of a residential parking permit or a residential block guest permit.
(D) Any permit issued hereunder shall be permanently affixed to or placed inside the motor vehicle in a visible location at any time when the motor vehicle is parked in a residential permit block and the permit does not guarantee or reserve to the holder a parking space on the residential permit block. The permit shall not authorize its holder to stand or park a motor vehicle in any place where, or at any time when, standing or parking a motor vehicle is otherwise prohibited or limited to other vehicles (such as parking meter or handicapped-only accessible parking) and the permit shall not exempt the holder from compliance with any traffic or parking regulation other than this residential parking permit requirement.
(E) Failure or refusal to comply with the provisions of this schedule as well as willfully furnishing incorrect information as to an address of vehicle registration or residence by an applicant shall, upon citation and conviction thereof, be a summary offense punishable by a fine of $35 together with court costs. A citation for violation hereof may be issued by a Northern Regional Police Department Officer or by any borough official authorized in writing by the Northern Regional Police Department Chief.
(F) The provisions of this schedule shall not prohibit or limit the short-term parking of motor vehicles on the residential permit block for the purposes of any utility or of any contractor in a conspicuously marked vehicle performing contracted services at a residence in the residential permit block or by a delivery service in a conspicuously marked motor vehicle making a delivery to a residence or business in the residential permit block but the owner or the operator of any such motor vehicle must otherwise comply with the provisions of this schedule and all other traffic and parking regulations in the borough.
(G) The owner of a business in the residential permit block may apply for a residential block guest permit for one motor vehicle for each employee lawfully at the business and, in the discretion of the borough, for one or more residential block guest permits which may be placed inside a vehicle of a customer then at the business for business purposes but not for long-term or regular parking on the residential permit block.
