SCHEDULE I. SNOW EMERGENCY REGULATIONS.
   (A)   In order to facilitate the movement of traffic and to combat the hazards of snow and ice on streets and roads of this borough, the Mayor, in his or her discretion, may declare a snow emergency, snow and/or ice, hereinafter referred to as “snow emergency”. Information on the existence of a snow emergency shall be given by the use of radio, television and any other means available.
   (B)   After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency for any person:
      (1)   To park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency routes:
         (a)   All of Duke Street 800 Block (north) to borough line;
         (b)   East Seventh Avenue (from George Street to borough line);
         (c)   East Fifth Avenue (George Street to borough line);
         (d)   Columbia Avenue;
         (e)   East Tenth Avenue;
         (f)   Chapel Drive;
         (g)   West Ninth Avenue;
         (h)   East Sixth Avenue; and
         (I)   East Eighth Avenue.
      (2)   To drive any motor vehicle on any such snow emergency route, unless that vehicle is equipped with snow tires, all season tires or chains; and
      (3)   To park on the restricted side of any snow emergency routes. The following are designated as snow access routes:
         (a)   Sigsbee Avenue from North George Street to dead end, south side of street; and
         (b)   West Eighth Avenue from North George Street to dead, south side of street.
      (4)   Continuation of such violations for each successive day shall constitute a separate offense, and the person or persons permitting the continuation of a violation may be punished as provided below for each separate offense.
   (C)   If, at any time during a period of snow emergency declared under this schedule a person shall drive a motor vehicle upon a snow emergency route, without having that vehicle equipped with snow tires, all seasons tires or chains plus adequate equipment to provide sufficient traction to keep such vehicle in motion so that other traffic on such roadways or streets will not be blocked or impeded, that person shall be guilty of a violation of this schedule, and, upon conviction, shall be fined as set forth in division (G) below.
   (D)   Any person who operates a motor vehicle upon any roadway or street or portion thereof listed in division (B)(1) above, which vehicle shall become stalled upon any of the roads or streets or portions thereof listed above during a period of emergency declared as provided by this schedule, if such stalling shall have been by reason of failure to have such vehicle equipped with the equipment prescribed in division (B)(2) above, shall be guilty of a violation of this schedule, and, upon conviction, shall be fined as set forth herein below, and assessed costs for removal of said vehicle from the road or street.
   (E)   The police are hereby authorized to have any car(s) parked in violation of this schedule towed away at the said owner’s expense.
   (F)   (1)   In order to assist operators of motor vehicles in determining the streets and roadways affected by this schedule, there shall be placed, on signs on the roads and streets designated in division (B)(1) above, signs reading as follows:

      (2)   There shall also be placed, on signs on the roads and streets designated in division (B)(1) above, signs reading as follows:

No Parking on this Side of Street During Snow Emergency
Vehicles Towed at Owner’s Expense
 
   (G)   Unless another penalty is expressly provided by the Pennsylvania Vehicle Code, 75 Pa.C.S.A. §§ 101 et seq., any person who shall be convicted of violating or failing to comply with the provisions of this schedule before any magisterial district judge shall be punished by a fine of $25, together with costs of prosecution and costs of towing and storing the vehicle(s).
   (H)   Parking during snow or ice storms and removal of snow or ice on streets not designated as snow emergency routes in the borough during snow storms in which a snow emergency has not been declared: during any snow or adverse weather condition in which any accumulation of snow or sleet greater than three inches has fallen or is predicted to fall, or in which there has been or is predicted any accumulation of ice, parking shall be regulated on all borough streets as follows.
      (1)   During the course of any snow storm declared as a snow emergency, parking shall be prohibited on the uneven-numbered side of borough streets, (i.e., house numbers are uneven numbers) until such time as plowing, salting and/or cindering is completed on said side of the street.
      (2)   When a “snow emergency” is declared, it shall be announced, on either TV, radio or by other media methods the date and time the “snow emergency” will take effect, and shall continue until plowing, salting and/ or cindering or snow removal is completed. Parking shall be prohibited on the even-numbered sides of all borough streets (i.e., house numbers are even numbers) until such time as plowing, salting and/or cindering is completed on said streets.
      (3)   At all times during and after any snow storm, it shall be prohibited for any person to shovel, push, throw or plow snow from a sidewalk, driveway, lot or any other area into the street.
      (4)   Police are hereby authorized to have any vehicle parked in violation of this schedule towed away at the expense of the owner of the said vehicle.
      (5)   There is, upon conviction, hereby imposed a fine of $25 for any violations of the provisions of this schedule. The continuation of such violations for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of a violation may be punished as provided above for each separate offense.
   (I)   Any person who violates any provisions of this schedule shall, upon conviction, pay a fine of $25 and cost. Each day constitutes a new and separate violation and is punishable by a fine of $25 for each violation.
