§ 52.02 LIMITED USE OF WATER.
   (A)   Upon the declaration of a water emergency in the borough, all persons are prohibited from the nonessential use of water.
   (B)   Residential use of water shall be limited to cooking, bathing, washing of clothes and such other use as shall be determined appropriate by the Mayor, taking into account the severity of the water emergency. Unless otherwise changed by a resolution of the Borough Council, the following shall be unlawful during a water emergency:
      (1)   Washing of automobiles;
      (2)   Watering of lawns;
      (3)   Using water to wash down buildings, pavements or sidewalks;
      (4)   Watering shrubs, trees or plants; and
      (5)   Watering gardens.
   (C)   The Mayor with the consent of the Borough Council shall have the authority to limit the commercial and industrial use of water within the borough unless the said commercial or industrial user has a recirculating system to reuse the same water that is required for the commercial or industrial application.
   (D)   If the Mayor believes, after a reasonable investigation, that there is insufficient water to meet the residential needs of the residents of the borough, which shall include drinking and bathing, he or she shall have the authority to order the termination of any commercial or industrial use that may jeopardize a sufficient quantity of water being delivered to each resident to provide for their drinking, cooking and bathing needs.
