§ 52.01 WATER EMERGENCY DECLARED.
   The Mayor of the borough with the consent of Borough Council may declare a water emergency when any one of the following conditions are present.
   (A)   There is an interruption of the municipal water supply serving the borough.
   (B)   There are drought conditions established by the failure of the normal amount of rainfall expected in the borough together with a drop in the York City and the borough area water table of more than five inches (the water table being established by its average depth over the preceding ten years).
   (C)   A request by the Board of Commissioners of the county or the Governor of the Commonwealth, or the York Water Company requesting that a water emergency be declared.
