Except as otherwise provided herein, the borough or general manager shall administer, implement and enforce the provisions of this subchapter. Any powers granted to or duties imposed upon the general manager may be delegated to a duly authorized City of York employee, and any duties imposed upon the borough may be delegated to a duly authorized borough employee.
