All persons storing or using flammable or hazardous materials or discharging matter likely to obstruct any part of the sewage works or injure same or cause a nuisance, shall not connect to any sanitary sewer except through interceptors, catch basins or screens as may be prescribed by the borough or the City of York. Nothing in this section shall be interpreted as superseding the limitations and prohibitions on the discharge of particular wastes or waste characteristics as set forth elsewhere in this subchapter.
