The annual treatment, maintenance and billing charges hereby imposed shall be a lien on the property served and all delinquent bills hereby imposed shall be entered as a lien against the property served and such lien shall be filed in the Office of the Prothonotary of the county, and be collected in the manner provided by law for the filing and collection of municipal claims.
