The above charges shall commence on the date the connection is made to the sewer system. All bills shall be rendered in calendar quarters and shall be subject to a 10% penalty if not paid within 30 days of the date of the invoice. Any owner of property connected or disconnected during any calendar quarter shall pay a pro rata rental and charge for the portion of the quarter during which said property is served.
