All owners of property served by the sewer system in the borough, and the sewage treatment works of the City of York, and all owners of property who may hereafter be served by said sewer system and said sewage treatment works, shall be charged a fee on a quarterly basis for such use.
(A) Non-metered connections. The minimum treatment charge for non-metered connections shall be set by resolution of the Borough Council.
(B) Metered connections. The minimum treatment charge for metered connections and the fee for exceeding a metered connection’s allotted usage per month shall be set by resolution of the Borough Council.
