It is the intention of City Council that primary funding for the operation of a municipal electric utility shall be from the municipal electric utility’s revenues, revenue bonds or private funding and not from general tax revenues or the full faith and credit of Northwood, unless otherwise approved by the City Council in accordance with Ohio law.
