(a) No person, firm, partnership or corporation shall perform any construction work in the City without first completing a tax registration form issued by the Income Tax Office.
(b) Any person, firm, partnership or corporation performing or engaging in any construction work in the City shall file an application with the Income Tax Office and comply with all the requirements with respect to maintaining a current tax account.
