(a) No person licensed under Section 860.02 shall purchase any secondhand article from any person who is at the time intoxicated or from an habitual drunkard or from any person who is known by him or her to be a thief or an associate of thieves or from any receiver of stolen property or from any person he or she has a reason to suspect to be such.
(b) No person shall receive, by sale, barter, exchange or otherwise, any article mentioned in Section 860.01, from a minor, knowing or having reason to believe him or her to be such, or from any person between the hours of 9:00 p. m. and 7:00 a. m.
