The fee for design review shall be included in the fee paid for the associated building permit. An additional fee of one hundred dollars ($100.00) shall be assessed against and paid by any person who commences work or construction prior to the issuance of the required permit for such work or construction. The commencement of any such work or development prior to the issuance of the applicable permit(s) shall also subject the violator to all applicable fines provided by this chapter or any other applicable ordinance of the village.
