Unless otherwise provided, any person violating any provisions of this chapter shall be fined as provided in section 1-4-1 of this code for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues. The village shall have all options and rights available to it under law to pursue collection of any penalty set forth herein including, but not limited to, civil and criminal actions. Should the village prevail in any such action, the expenses incurred by the village in that regard, including attorney fees, shall be added to the amount of the penalty.
