9-1-3: BUILDING OPERATIONS REGULATED:
   A.   Use Of Streets And Sidewalks:
      1.   Use Limited: The use of streets for the storage of materials in the process of construction or alteration of a building or structure may be granted where the same will not unduly interfere with traffic or restrict visibility at intersections and will not reduce the usable width of the roadway to less than eighteen feet (18').
      2.   Permission Necessary: No portion of the street, other than that directly abutting on the premises on which work is being done, shall be used except with the consent of the owner or occupant of the premises abutting such portion.
      3.   Permit And Bond Required: Any person seeking to make such use of the street shall file an application for a permit therefor with the clerk, together with a bond, with sureties to be approved by the clerk, to indemnify the village for any loss or damage which may be incurred by such occupation.
      4.   Sidewalk Obstruction: No sidewalk shall be obstructed in the course of building, construction or alteration without a special permit from the clerk, and whenever removal of a sidewalk is required in such work, a special permit from the clerk shall be obtained.
   B.   Safeguards: It shall be the duty of the person doing any construction, altering or wrecking work in the village to do the same with proper care for the safety of persons and property. Warnings, barricades and lights shall be maintained wherever necessary for the protection of pedestrians or traffic, and temporary roofs over sidewalks shall be constructed whenever there is danger to pedestrians from falling articles or materials.
   C.   Penalty: Any person violating any provisions of this section shall be fined not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00) for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
