All consumers or users of water or sewerage service who are not the owners of the premises to be served, who shall hereafter request service, shall make a deposit with the Village Clerk. Said deposit shall be in the amount of the bill for service for one-fourth (1/4) of the year, to be paid before any connection is made. When service is discontinued, such deposit shall be applied toward the payment of any outstanding account with the Village for water or sewerage service, and the whole or any part thereof after deduction of unpaid bills shall be refunded to the consumer or user.
