Nonresidential users or consumers are herewith required to pay a nonrefundable charge of one hundred dollars ($100.00) prior to the installation of water service, and will be solely responsible for all costs incident to hooking up to the Village water system; except, that the Village will furnish the water meter at its expense, and shall retain ownership of said water meter, which shall be returned to the Village upon the termination of service. The expense of installation and maintenance of said water meter shall be solely that of the user, and the location of said meter shall be at the sole discretion of the Village Board or authorized Village official.
