§ 53.03 DUTIES OF CHIEF.
   (A)   The Chief of the Fire Department shall have the immediate control over all subordinate officers and members.
   (B)   The Chief shall drill the Department until it functions in an efficient manner and shall draft rules for the government of the Department subject to the approval of the Manager.
