No owner or other person shall occupy or let another person occupy any structure, building, dwelling, dwelling unit, rooming unit or premises unless the same are clean, sanitary and fit for human use and which complies with all applicable legal requirements of the State of Minnesota and the City of North St. Paul, including all ordinances thereof.
