Fences, when constructed to enclosed or screen any lot or tract of land, or part thereof, shall be erected in such a manner as to resist the forces of wind and frost action in accordance with the provisions of the State Building Code. Posts, footings and structural framework of all fences shall be so constructed and maintained as not to create any hazards to life or limb. Fences shall not be equipped with barbs or spikes.
