There shall be established in the city the following positions and departments as deemed necessary by the City Manager with the consent of the City Council:
(A) Police Chief;
(B) Community Services Director:
(1) Administration;
(2) Code Enforcement;
(3) Elections;
(4) Engineering;
(5) Inspections;
(C) Public Works Director;
(1) Park Maintenance;
(2) Street Maintenance;
(3) Water and Sewer;
(D) Electric Department Director;
(E) Recreation/Community Center Director.
