§ 32.76 ADMINISTRATION.
   The Arts and Culture Commission shall adopt bylaws and rules of procedure for administration of its affairs, which shall be subject to the approval of City Council. The bylaws shall set regularly scheduled meetings and set attendance requirements for its members. The bylaws shall set forth a procedure for removal of a member who fails to meet the attendance requirements. Said removal shall be subject to the final approval of City Council.
