An Arts and Culture Commission for the city is hereby established. The City Council hereby declares as a matter of public policy it is critical for the city to promote and increase the city's artistic and cultural assets by encouraging and participating in the selection and interpretation of public artwork and public arts events. Except as otherwise provided in this chapter, the Arts and Culture Commission shall advise the City Council.
