No person shall:
(A) Start or maintain any fire in any public park except small fires made by picnic parties in locations designated for that purpose by the city;
(B) Leave any fire made or used unextinguished when they leave the public park; or
(C) Start or maintain any fire on the ice on any lake within the city, except that a manufactured heater burning liquid fuel may be used.
