An Environmental Advisory Commission for the city is hereby established. The City Council hereby declares as a matter of public policy that the environmental policies, education, and quality of the environment is a public necessity and is required in the interest of the people. Accept as otherwise provided in this chapter, the Environmental Advisory Commission shall be advisory directly to the City Council.
